While charged with a federally funded, state-mandated charter school re-alignment process, the School District of Philadelphia (SDP) lacked internal capacity and external credibility to effectively engage parents, teachers, and community stakeholders in the process of choosing charter school providers for 14 charter schools. SDP engaged Frontline Solutions to lead the formation, facilitation, and decision-making process for community advisory councils to select charter school providers from a list of district-approved operators. Frontline developed council protocols, recruited council members, facilitated school provider selections (including site visits and provider-council interactions), and provided strategic advice to the district on the community engagement process. The results led to effective charter school matches in 93% of school sites while increasing community buy-in to the reform process. Additionally, 85% of schools showed double-digit improvements in test scores post-school turnaround.
